[Bug 1413736] [NEW] tmux fails to start while / is readonly

Public bug reported:

tmux fails to start while / is readonly.  shame, it forces me to use
screen.  please just startup anyway.  the user can ask for the socket to
be written later if desired by giving SIGUSR1.
