[Bug 1422892] [NEW] Exception for Juju 1.23 (systemd)

Public bug reported:

We would like to create an exception to allow for Juju 1.23 to be
included in the package which would provide support for systemd.  Our
intent is to land on 23 Mar with systemd features.
