Public bug reported:

installed vsftpd, but the deamon did not start. Found out I had already installed pure-ftpd. So in uninstalled that first, then wanted to deinstall vsftpd and reinstall again. 
pure-ftpd is deinstalled now, but I can't remove, purge  or reconfigure (dpkg) vsftpd anymore.
