[Bug 1527020] [NEW] cannot build trusty ppc64el juju

Public bug reported:

The juju-core package cannot be built. Go thinks it is cross-compiling.
Go install native binaries to $GOPATH/bin, and non-native binaries to
$GOPATH/bin/<arcn>. The juju core packaging fails when it tries to use
the juju/jujud in bin/, and does not find it.

The last successful build was about 14 hours ago:
