[Bug 1522448] [NEW] initd script missing for swift-object-reconstructor process

Public bug reported:

The initd script is missing for the swift-object-reconstructor process.
I found this out the hard way be noticing the processes were not
starting after a reboot when reviewing log files.

I know erasure storage is still in beta but this is still an issue if
someone is testing the implementation.
