[Bug 1481931] Re: [SRU] walinuxagent incorrectly handles http error for HPC workloads

Fixed the 12.04 and 14.04 packaging by re-adding the missing upstart
job. Tested and validated. New version has been uploaded to -proposed
pending acceptance.
