[Bug 1480900] [NEW] ancient squid causes security risk

Public bug reported:

All the ubuntu version ship embarrassingly old version of squid which does not even have TLS support in it!
This is both useless and insecure. The obvious solution would be to switch to adequate version and get TLS support enabled by default.
