[Bug 1450300] [NEW] following ubuntu documentation and caching server will not work

Public bug reported:

Despite following ubuntu documentation I am unable to get bind9 to work
as a caching server on on anything but the local interface.  So host
xxxx, nslookup only work for the server itself from the command line,
clients cannot get dns answers, they time out.  netstat -an shows port
53 is being listened on.
