[Bug 1449606] [NEW] Firewall status changed to Error if a rule was inserted or removed

Public bug reported:

Inserting/removing firewall rule does not handled properly.  Inserting/removing rule results to:
- The firewall removed from a router. filter table is clear. Old rules were removed and no new rules were created in the filter table of the iptables
- The Firewall has ERROR status

         Status: New
