Got this bug also - ran through the suggestions above but still could
not remove this package the only way to resolve was to do the following
-

rm -rf /var/lib/dpkg/info/tftpd-hpa.*
rm -rf /usr/share/tftp*
rm -rf /etc/defaul/tftp*
rm -rf /etc/default/tftp*
rm -rf /etc/init.d/tftp*
apt-get purge tftp-hpa
and successfully removed tftpd-hpa

Building dependency tree       
Reading state information... Done
Package 'tftp-hpa' is not installed, so not removed
The following packages will be REMOVED:
  tftpd-hpa
0 upgraded, 0 newly installed, 1 to remove and 11 not upgraded.
1 not fully installed or removed.
After this operation, 145 kB disk space will be freed.
Do you want to continue? [Y/n] y
dpkg: warning: files list file for package 'tftpd-hpa' missing; assuming package has no files currently installed
(Reading database ... 218228 files and directories currently installed.)
Removing tftpd-hpa (5.2-7ubuntu3) ...

I can now run updates etc
