[Bug 1442797] [NEW] add patches to support ppc64el better

Public bug reported:

There are a set of patches that were accepted upstream for PHP that
enables ppc64el performance a lot. I would like to have these patches
cherry-picked by Ubuntu.

The patches are:

f5e22d06c3680d1e2c906a556b4c93c8ed5b5917 - Specifying MACRO for ppc64
 1e82da8d170066fa8c456a98f0242b8a6d1e6f86 - PowerPC64 support in safe_address function
 5dbeb9e65eb01fb974cd88025a4054f4e51bdbf2 -  PowerPC64 support for add and sub with overflow check
 fd045c7021cabe4462dd99611ab9d003adc203a5 -  PowerPC64 support for operators with overflow check
 87e0802a997001954603e64ca3987080b50afb21 - PowerPC64 support in long multiplication

I have backported the patches to version 5_5.6.4+dfsg-4ubuntu5, that I
am going to include here.
