[Bug 1440934] [NEW] puppetmaster-passenger is using Apache v2.2 syntax

Public bug reported:
The syntax for puppetmaster-passenger needs to be updated for Apache
v2.4. The option "SSLCertificateChainFile" is deprecated and so is the
access control.
Order allow,deny
allow from all
needs to be replaced with "Require all granted".
The option "SSLCARevocationCheck" is also missing in puppetmaster.conf.
