Hmm, more looks like phpmyadmin had invalid mysql code, which caused
multiple trials of installation to fail.
Replacing config file /etc/dbconfig-common/phpmyadmin.conf with new version
granting access to database phpmyadmin for phpmyadmin at localhost: success.
verifying access for phpmyadmin at localhost: success.
creating database phpmyadmin: success.
verifying database phpmyadmin exists: success.
populating database via sql... error encountered populating database:
mysql said: ERROR 1064 (42000) at line 177: You have an error in your SQL syntax; check the manual that corresponds to your MySQL server version for the right syntax to use near '' at line 9
dbconfig-common: phpmyadmin reconfigure: aborted.
This is a duplicate of bug 563256 which has been long fixed.
