[Bug 1370107] [NEW] The Juju environments settings panel is missing in Icehouse

The bug https://bugs.launchpad.net/ubuntu/+source/horizon/+bug/1064605
seems to be back with Icehouse. Despite enabling the panel in Horizon
using ENABLE_JUJU_PANEL ist still described in

  http://docs.openstack.org/trunk/config-reference/content/configure-
dashboard.html

all juju panel code is gone. Not included any more in python-django-
horizon 1:2014.1.2-0ubuntu1.1.
