[Bug 1380751] [NEW] HA features in Juno depend on conntrack

Public bug reported:

HA features in Juno appear to depend on conntrack. For example, in the
'l3.filters' rootwrap configuration file:

None of the neutron packages for Juno seem to install the conntrack
package as a dependency.
