Public bug reported:

Ceilometer recently published it's first Juno release candidate on Sept
30th and we'd like to get it into Ubuntu 14.10.

This rc adds a new IPMI agent to get power/thermal information from IPMI
capable servers.  This allows cloud operators to make decisions based on
their monitoring of the power/thermal information from these servers.
