[Bug 1382774] Re: Postgresql installation for MAAS fails on locales missing language packs

We are experiencing this issue with the cloud installer. Specifically
when someone is ssh'ed into a remote machine to perform the
installation.

Our workaround is to make sure language-pack-en is installed.
