Looks like chkrootkit has been seeded ever since the start (of server),
under the heading "System Administration Tools":

seeds/ubuntu.trusty/revision/448.1.2

Essentially it's in main because it was deemed useful for the ISO image,
and thus must be in main to ship on it.

Is it no longer useful? What's the justification for removing it?
