Plugins path is /usr/lib/openvpn/openvpn-plugin-auth-pam.so while
openvpn is looking at /usr/lib/openvpn/openvpn-auth-pam.so.

May 15 13:44:42 my-host ovpn-server-tcp[13151]: PLUGIN_INIT: could not
load plugin shared object /usr/lib/openvpn/openvpn-auth-pam.so:
/usr/lib/openvpn/openvpn-auth-pam.so: cannot open shared object file: No
such file or directory
