1.7.3 requires the following pick from the 1.7.3-stable branch:

+ Create an instance in nova, create and attach 8 cinder volumes to instance, reboot - instance fails to find boot disk.

+ Minimal, this fix is in trusty (1.7.4) and is part of the 1.7.3.1 release of seabios.
