Thanks for submitting this bug.  It looks as though you do not have any
cgroups mounted.  Could you please show the contents of:

dpkg -l | egrep "(cgroup|cgmanager|lxc)"

and

cat /proc/cgroups

** Changed in: lxc (Ubuntu)
       Status: New => Incomplete

** Changed in: lxc (Ubuntu)
   Importance: Undecided => High
