Thank you for taking the time to report this bug and helping to make
Ubuntu better.

I see a libpcre3-dev package - no pcre-devel. Is this what you are
referring to?

This change should be considered for Debian in the first instance,
rather than as a delta in Ubuntu specifically.

Next steps: check if this issue affects Debian, and if so then report a
bug in Debian if there is not one reported there already.
