[Bug 1274702] [NEW] Hyper-V KVP infrastructure not working properly

You have been subscribed to a public bug:

The Hyper-V KVP package is required to display various metadata from a
virtual machine. Currently, the package is installed by using the
following command:

sudo apt-get install hv-kvp-daemon-init

However the installed drivers and daemons do not start even after
rebooting the VM.

One some further investigation it seems that the kernel installed
through the Ubuntu 12.10 ISO is different from the kernel for which the
package is compiled and that is why the daemons do not start. After
upgrading the kernel manually to match the package, the daemons could be
started. After talking to Ben it appears that the kernel should have
been automatically upgraded once the hv-kvp package was installed and
this might be an issue.

For Ubuntu 13.10, we saw that we have to use two commands to install the
hv-kvp package:

apt-get install linux-tools-3.11.0-15-generic
apt-get install hv-kvp-daemon-init

Furthermore, even after installing the packages, the daemons are not
available under /usr/sbin and have to be manually moved there. Can we
make the hv-kvp package dependent on the Linux-tools package? Also can
be automatically store in the daemons on the correct disk location?
