[Bug 1272948] [NEW] python cflags shouldn't be added to CFLAGS

Public bug reported:

please don't add the python cflags to CFLAGS. the Makefile's only should
add it in places where it is actually needed. at least it is not needed
for building the python extension itself, because distribute/setuptools
set these flags itself.
