[Bug 1270097] [NEW] Split virsh command into its own package

Public bug reported:

When we deploy MAAS, this is typically done in a VM.

Now, in order to be able to provision VMs with MAAS, virsh is needed.

Now, virsh is part of the libvirt-bin, which pulls in a ton of stuff
which has no place in a minimum VM:

It would be nice to have virsh in its own package for these kinds of
deployments.
