I can confirm this, though in my case, I'm using 3.13-rc5 kernel plus
Trusty's qemu-related packages.

The following command works (though gives no isa-debugcon output):
qemu-system-x86_64 -M pc -m 5120 -boot menu=on -monitor stdio -chardev stdio,id=seabios -device isa-debugcon,iobase=0x402,chardev=seabios -bios /usr/share/ovmf/OVMF.fd

The following command hangs:
qemu-system-x86_64 -enable-kvm -M pc -m 5120 -boot menu=on -monitor stdio -chardev stdio,id=seabios -device isa-debugcon,iobase=0x402,chardev=seabios -bios /usr/share/ovmf/OVMF.fd
