[Bug 1267503] [NEW] Test suite is not run as part of the package build

Public bug reported:

Some test suite dependencies look to require universe packages, so it
isn't clear what needs to be done here. However, it appears that the
test suite has never been run as part of the package build, and this is
a main inclusion requirement, so it should at least be looked at.
