Thank you for taking the time to file a bug and help to make Ubuntu better.
This bug is fixed in the Ubuntu development release (14.04).
$ euca-delete-volume --help | head -n 6
usage: euca-delete-volume [--show-empty-fields]
[--region USER at REGION | -U URL] [-I KEY_ID] [-S KEY]
[--debug] [--debugger] [--version] [-h]
VOLUME
Delete a volume
$ euca-delete-volume --version
euca2ools 3.0.1 (Sparta)
$ dpkg-query --show euca2ools
euca2ools 3.0.2-1ubuntu1
This is not the kind of bug we'd normally fix in a Stable Release Update (https://wiki.ubuntu.com/StableReleaseUpdates).
