We already point people at the NTP pool:

$ cat /etc/ntp.conf
...
server 0.ubuntu.pool.ntp.org
server 1.ubuntu.pool.ntp.org
server 2.ubuntu.pool.ntp.org
server 3.ubuntu.pool.ntp.org
...
