I have the same problem in Ubuntu 12.10 with gnome. I am not running
apache, it is a pure desktop system.
Even though I cannot start applications from the menus, I can start the
self same appliations from the command line.
I have seen a comment elsewhere that the problem may be related to the
weather indicator applet. In eaither case , it may be a memory leak.
