[Bug 1405256] [NEW] Package does not contain service file

Public bug reported:

After installing cgroup-bin in Ubuntu 14.04 (LTS) I tried to start the
service, but there's no service file:

ivan at ivan-ubuntu:~$ sudo service cgconfig status
cgconfig: unrecognized service
ivan at ivan-ubuntu:~$ 

There's an answer in Ask Ubuntu that suggests that the package is broken and worked in previous versions, here:
