[Bug 1328315] [NEW] debian/heat-common.postinst uses getenv instead of getent

I'm unable to install heat on my machine which has a heat user and group
in ldap. Upon further inspection it looks like the postinst script is
using getenv rather than getent to determine if the user and group
already exist.
