Not an OpenLDAP bug.

Webmin has modified it. File a bug against Webmin. (Reproduced with the
latest version of Webmin.)

Webmin has written an invalid configuration, and since it bypassed
slapd's sanity checking, it wasn't caught. File a bug against Webmin.
