[Bug 1349854] Re: No arm64 KVM container support

Throwing this to upstream for now, since it's not specific to Ubuntu's
Juju packaging. I suppose this is a headline Wishlist item for Juju. It
looks like it'll require tasks in libvirt and/or uvtool for
implementation; I'm not sure which.
