Thank you for taking the time to report this bug and helping to make
Ubuntu better.

It generally isn't safe to do this. Specifying it as an additional DNS
server is telling your system that either DNS server will do for any
given query. It sounds like this wouldn't be true (each server is
missing some entries) and this will give you inconsistent results.

If you have additional zones served by 10.2.2.1, then you should
configure MAAS to *forward* to that DNS server.

Marking this bug as Invalid, as it seems to me that this is a local
misconfiguration rather than a bug in MAAS or Ubuntu. I may have
misunderstood your case though. If I'm wrong, please do explain and
change the bug status back to New.
