I have the same symptoms on my kernel 3.2 cluster indeed: 
"drbdsetup show all
Could not connect to 'drbd' generic netlink family"

I'm sorry I didn't notice this in my tests - I never use drbdsetup which
is supposed to be a low-level tool.
