If you are rebooting then that won't be necessary.  But 'service xxx
restart' often doesn't suffice.  Doing

sudo stop cgmanager
sudo start cgmanager

will make sure that it is restarted, not just signaled.

Just to be sure, also please show us the contents of /etc/fstab and
dpkg -l | grep libcgroup.
