[Bug 1228340] [NEW] use of --address in /etc/init/tftpd-hpa.conf prevents it working with ipv6 by default

Public bug reported:

The /etc/init/tftpd-hpa.conf job passes --address 0.0.0.0:69 by default,
which means in.tftpd is only listening on IPv4.  The default should be
fixed to use both IPv4 and IPv6 by default.
