Thank you for reporting this bug and helping to make Ubuntu better.

As you've since found that /usr/bin/mail is a symlink, it's not clear to
me that this is still a bug. No package ships /usr/bin/mail directly,
although bsd-mailx does provide it. So I don't think it's expected that
apt-file search will find anything under /usr/bin/mail, since it only
finds files shipped directly by packages, rather than supplied by their
postinsts.

If you still think this issue is a bug, please explain your reasoning
and change the status back to New. Otherwise, please change the status
to Invalid. Thanks!
