Ah, I notice that /usr/bin/mail is a symlink:
$ ll /usr/bin/mail
lrwxrwxrwx 1 root root 22 Aug 31 16:55 /usr/bin/mail -> /etc/alternatives/mail
and its target is also a symlink:
$ ll /etc/alternatives/mail
lrwxrwxrwx 1 root root 23 Aug 31 16:55 /etc/alternatives/mail -> /usr/bin/mail.mailutils
and the ultimate target is in a package:
$ apt-file search /usr/bin/mail.mailutils
mailutils: /usr/bin/mail.mailutils
