[Bug 1236726] [NEW] lxc ubuntu-cloud template has bogus tar option

Public bug reported:

The recent change to lxc-templates in an attempt to fix bug #1236577
introduced a bogus flag to tar "--numeric-uid" which should be
"--numeric-owner".
