[Bug 1236544] [NEW] canot access static images over http with apache 2.2 (precise)

Public bug reported:

when running saucy maas on precise (via cloud-archive), access to the
static images is denied.

[Mon Oct 07 18:50:06 2013] [crit] [client 127.0.0.1] configuration
error:  couldn't perform authentication. AuthType not set!:
/MAAS/static/images/amd64/generic/precise/xinstall/root.tar.gz

<adam_g> dropping 'Require all granted' from maas-cluster-http.conf
helps

https://wiki.debian.org/Apache/PackagingFor24 suggests that we shoudl be
able to use version specific content in a single config module with
'ifversion'.
