I can achieve a similar hung task by using the following script:

#!/bin/bash -x

NUM=7999

for (( i=0; i<${NUM}; i++ ))
do
  ip netns add foobar$i
done

for (( i=0; i<${NUM}; i++ ))
do
  ip netns delete foobar$i
done

for (( i=0; i<${NUM}; i++ ))
do
  ip netns add foobar$i
done

for (( i=0; i<${NUM}; i++ ))
do
  ip netns delete foobar$i
done
