[Bug 1252290] [NEW] tomcat7 is disabled in the trusty server seeds starting from 20131115.1

Public bug reported:

Starting from 20131115.1 images it is impossible to install tomcat java server with trusty images. The reason appears to be disabling in the seeds,

According to the comment this appears to be a temp demotion but causing
smoke test failures.
