This bug was fixed in the package python-json-pointer - 1.0-1ubuntu2

python-json-pointer (1.0-1ubuntu2) saucy; urgency=low

  * Use io.open() to open jsonpointer.py with utf-8 encoding in setup.py so it
    works in both Python 2 and 3. (LP: #1185170)
