Thank you for taking the time to report this bug and helping to make
Ubuntu better.

I don't think it is at all clear that there is any consensus on making
changes in this area, so I don't think this bug is in a position for us
to make any progress on it as-is.
If you'd like to make progress with this, please bring up a complete
proposal on ubuntu-devel, including the technical details on the
mechanism to detect and prevent irqbalance from being installed on UP
systems. Once consensus is reached, please change the bug status to New
or Invalid as appropriate. I suspect that the affected package will need
to be changed at that stage, too.
