On ARM python3 module lxc failed to import. This breaks commands like
lxc-ls

TEST CASE:
1. On an ARM device run the following command:
  $ python3 -c "import lxc"

ACTUAL RESULT:
  $ python3 -c "import lxc"
Traceback (most recent call last):
  File "<string>", line 1, in <module>
  File "/usr/lib/python3/dist-packages/lxc/__init__.py", line 24, in <module>
    import _lxc
