[Bug 1155736] [NEW] 12.04.2 cloud image boot halts at " * Starting execute cloud user/final scripts" when meta-data is absent [ OK ]

Public bug reported:

For Quantal and Raring you're able to successfully boot the img file
with kvm without supplying any cloud-config data. However 12.04.2 seems
to require it as the VM will halt and never complete and display a boot
prompt.


Expected Result: (Works in Quantal and Raring)
