[Bug 1155730] [NEW] postfix 2.10 for raring

Public bug reported:

Postfix 2.10 provides improved controls for reducing the risk of open relays.
Also, we want to continue to offer the latest postfix to LTS users via backports and we need to get it into raring to do this.

Attached is the upstream diff of the HISTORY file.
