[Bug 1195524] [NEW] race condition / transient failure to provision

Public bug reported:

when starting instances on azure, there is  a fair chance (seems more
likely for some users thanothers) that the instance will fail to reach
provisioned state.

I do not have a a good guess as to why this is.
